Disaster Recovery Plan (as of December 2011)
・The purpose of this plan is to learn and apply lessons from the terrible
aftermath of the disaster from 2011 and to use this information towards
future disaster prevention teachings. We will also work towards finding
ways to return the quality of life of our residents to that of pre-disaster
Rikuzentakata. One way we will accomplish this is through creating an environment
where our residents can move out of their temporary living facilities.
We will rebuild and promote industry. We will create a city where everyone
can live in peace, find work, and feel comfortable with their life style.
・As we move forward towards recreating the city into one where everyone can live in hope and see their dreams become a reality, we will strengthen this recovery plan returning the city to normalcy and one with vision.
Recovery Outline and Plan
Basic Principals of Recovery
・We will define the basic principals of recovery using the following three
concepts: creating a beautiful city we can proudly promote globally; creating
a city promoting the protection of life and bonds and ; creating a city
overflowing with energy. We will work to increase population, tackle environmental
problems, promote high-level information processing, and hit back on economic
decline as we work to recover from the disaster and recreate our city.
Using Nature in Recovery
・We will incorporate our ocean, the Takata Matsubara,into our recovery by defining the use of nature in the following way.
Recovery Goals in City-building
・We will work to increase our population to 25,000 residents as our goal in city-building, and will build a coastal city which focuses on harmonious coexistence with our ocean, greenery, and sunshine.
